This is interesting, because for snow to fall, it must be freezing temperature, so below 0. But then the water would be ice, no?
Two things come into play: flowing water is harder to freeze, because the heat distributes better than in a lake. Second, we see the water coming from a stream, perhaps it’s the beginning of the river. So it could be above freezing temp, because inside the rocks it’s insulated.
Anyhow would not like to fall into this water, it could be around 4 degrees 🥶🧊
